Function to fill up the data bits

Fill up the predefined QRcode matrix with the input binary string.

qrFillUpMatrix(allBinary, data, version)

`allBinary`	all data in binary in character format.
`data`	matrix data created by `qrFillUpMatrix`
`version`	version of the QRcode.
